So, I'm starting up a business, and I just bought the domain called visualsolutions.dk. I'll be offering products in form of photographs, graphics or videos.
All the text on the site is going to be in Danish, so it's important that you get the right words/text from me.

- First of all I want a portfolio section with 3 categories, which is the above mentioned.

[b]∙[/b] The gallery for the photos can be anything almost. I just need a smooth gallery.
- I need a "products" section. My English isn't that good, but I hope you get the point. A section that describes what my capabilites within the subject of "medias" are, and what I can offer.
- An about me/contact me section
- Prices
- References

I'm not too sure about the colorscheme of the site yet. I like dark/black colors, maybe with a themecolor like red or blue for an example.

If it's PHP, expect to pay a lot. I'll do it, but not for cheap, I had a guy come up to me asking me to code him all this shit, and only offered $20. Fuck that.

If you're asking for someone to write you a static website then you obviously don't have experience web development, so you wouldn't be able to change the content without some sort of CMS.

And yet some clients are so cheap they would even not want a CMS to in order to cut down on costs.
But then again, some sites don't really need a CMS as they updated once a... year? Or sometimes never.

If they need any, sure.
The place I work at uses a static website, as the site never needs updating as it already shows all the information that's needed, which won't change for quite a while.

Depends on the purposes of the sites. A lot of agencies see implementing a CMS as a way to charge the client more (arguably so as it does involve more work than just writing static html/css). Ultimately, not every single type of website is going to be updated on that frequent a basis, and along with a CMS, comes training the client to use it properly. I developed a Wordpress theme for a client, and going back to the site months later they haven't actually used it, which of course was the whole point of going to the effort of implementing Wordpress.
So it's all a question of the scope of the project, and the needs of the client. (Which is essentially what Snakess said in a much less verbose manner).
I don't do CMS setup for my clients unless they specifically request the ability to edit the website or I know they are going to need to update content frequently.

This. Most of the work I've ever done for clients has been relatively simple static webpage work.
