000webhost is a good one.

I'm pretty sure you can. Just have to get your IP on the MySQL access whitelist on the server if I'm not mistaken, atleast this is how real hosts do it.

A lot of hosts block external MySQL connections for security reasons (protect from people using it just as a heavy-load MySQL server).
You have to edit the MySQL configuration to allow it and then use GRANT to allow them from a certain IP or a wild card '%'.
