I'm not very well integrated into creative circles, and I'm finally sitting down and working on my first (real) game compromising a lot of my previous work. The issue I always seem to run into is a lack of consistent content, how does everybody else go about obtaining them - paid or not?
You'll probably find a good amount by searching for 'royalty free [insert thing here]'. Unless you discover a sprite pack that does exactly what you need or you go with a very generic style, it will be difficult to find consistent art though. Google Images lets you search by license, if you want to use it in a game it most likely has to allow modification.
Your best bet would probably be hiring an artist. That can, however, become pricey. Learn the basics of graphic design, find the style you want, and dedicate some time to working on that. If all else fails, you can always look for royalty free sprite packs.

I'd really only focus on refining your assets once you're finished with the core of your game. It's quite easy to make your placeholder art "pop" just fine in the meantime. It uses tweening, a good color scheme, camera shakes, and a few other little touches. All of these are pretty simple to implement.
