There is the code, does he need <li> for <a href ?
I mean it just seems kind of pointless.. Unless I'm wrong... Anyone?
It seems like it's some part of a menu. The code is somewhat out of context though, but I'm presuming it's a drop down menu so, yeah I'd guess it is needed but it'd be more helpful if you posted more of the code or at least the actual site link.
I'm guessing it's for the site,

(Due to the name of one of the classes).
Seems to just redirect to a maintenance/place-holder page though.
