Request for a program to aid Team Fortress 2 item location (cash incentive)

I'd like a program with the following functionality. If you feel like you're capable of doing this + interested, tell me how much it would set me back (I'll pay with Paypal funds, of course)
One would enter a Team Fortress 2 server's IP and port, and the program would look at the backpacks of the people in the server. It would list any promotional/genuine/unusual items and all hats, along with the amount of hours the people have played. Ideally, it would support highlighting of players in the server below an "hours played" threshold which the user could set.
It would be similar to Uberness' TF2 Item Search program, except it would not require you to enter the server and give the program the Status output yourself.
How you would accomplish this... I dunno. I'm not a programmer, but I imagine you could get an API key to status the server the user specifies and give the output to the program without the user having to enter it themself.

The program would not be distributed and would be for personal use.

Edit: Oh wait, I see. Didn't read your post well enough.
Anyone who does this would need to request an API key from Valve to use the TF2 item/backpack stuff, or they'd have to scan existing sites (e.g. tf2items, tf2b) for users backpack info. If doing the former I don't know if it could work as the api key may have to be embedded in the app which isn't allowed in the terms (so it may have to be a site that does it - not sure on this though). Also, I'm not sure how servers send back info about clients playing on them - if it's steam ids or a different unique identifier then you'll be ok, but it may just be names with no info on who the player actually is.
Anyway, I'm sure someone who knows more on the subject on me will be along shortly :v:
Valve APIs can be used in programs.
