there is a size limit, but you can make pretty big maps with source
if that's what you're asking
Or you could make your own map format with streaming capabilities? Entities outside the max map size won't work in Source, so I don't know how would it be possible without shrinking everything.

Not entirely true, I'm pretty damn sure you could make GTA in source, it would just take a lot of effort ;)
you can make local landmark teleporters on the edges of the max map coordinates and just use the vertical space in the engine to make lots of stacks of layers, assuming that you optimise it correctly *cringe*
or if its a pretty simple map like flatgrass you could just add fog with local landmark teleporter and people wouldn't realise that they are teleporting from one side of the map to the other (one layer)
i don't think you can achieve better than that in the engine
