I have been working as a php developer and learning php,web development. I have been searching for best suitable programming forums which help me in learning the latest php techniques. I have searched alot of forums but issue remains the same. I hope any tech developer can help me in resolving the issue.
Forums aren't really the place where developers to to find out about new stuff anymore. That's largely blogs, conferences, Twitter and Reddit.
If you're looking for [I]help[/I] with a problem though, [url=https://stackoverflow.com]Stack Overflow[/url] is what everyone uses.
Google search: "PHP how to [enter what you want to know]"

I also post very rarely on SO, because there is about 10 thousands things you could do wrong and I don't want my question to be deleted :cry:

Dunno how. I regularly consult Stack Overflow and the question I'm looking for is almost always answered. People who get their questions shot down don't get them deleted, but closed with a link to the answer.
Questions like "what should I use" aren't allowed though.
I'd say stack overflow, it's simple and has many answers.
