So I have been trying to find out what language this is in so I can start to learn it. I dont know why but i have always liked the way that these menus looked and I wanted to make something that looked and worked like it that I could run on my desktop and I could bind programs in it for quick launching.

Appears to be English.
If you want a desktop gadget, look into [URL="https://www.rainmeter.net/"]Rainmeter[/URL], and the [URL="https://docs.rainmeter.net/"]docs[/URL] that tell you how to make new skins.

It's the menu for a cheat, it's probably not done inside GMod.
I'd be willing to wager that it's C++ and directly drawing via D3D, since it has to hook that anyways, to show ESP info etc. for the cheater.
