Every time I attempt to make a good looking website I either can't think of what I want it to look like or it just ends up looking like complete shit. How could i get better at this? I'm not looking to spend 5k on some bullshit coding bootcamp.
Look for inspiration in other websites. Usually websites are themed. Usually their visual design is done by a professional artist, not the coder.
Read books on CSS/ saas

try using codecademy.com thats where I learned my code for web page

This. You can read up on as much code as you want but if you don't know the principles of design you're far less likely to "make a good looking website".
