Looking for someone to design a custom SMF theme (paid)

I'm looking for someone to design a completely unique SMF template.

It needs to be designed as a homage to Deus Ex--not exactly the same but something similar

I'm not sure just yet, I would want to discuss it first--feel free to submit a rough quote.

If its any help I would probably be prepared to pay from $50-70, but I would like a quote first and for something as big as this, I would want to see some prior work.
