forget it---->I'm going to make a new model with Blender....I'm going to use parts from some other models so is Blender the programe I need? and go Down | | V
Blender will do the job.
Blender is pretty versatile, and just as good as some of the other programs. You just need to learn to use it first.

just delete the parts in edit mode although, I think milkshape 3d might be better because it has a bone system built in

milkshape is easier to use for this kind of stuff :V like it's literally made to do this work

You cant open those files in milkshape because theyre models optimized for the source engine. Im not sure how to do it in milkshape but in order to get source files to work in blender you need to decompile them with the fixed mdl decompile and open the resulting .smd files with blenders source import/export tools. Also blender has [URL="http://wiki.blender.org/index.php/Doc:2.6/Manual/Textures/Painting"]texture painting[/URL] which may be a quick and easy way of adding those symbols you talked about. Edit: Models have many kinds of filetypes, like image files do. Usually programs have their own file type for projects while there are other file formats that are more standardized and allow for transferring models between programs. What you are trying to do sounds like a simple texture edit which does not warrant the use of a modelling program. Simply extract the texture from the downloaded files with mdldecompiler and then change the texture in photoshop or gimp, and recompile the model with the new texture.
same in milkshape, you decompile them and import smd's
