I'm not able to select his hair by element and I don't know how to apply it without getting the same problem. Here is what it looks like before I attempted to apply the hair material.

Do you have Gmod or any source game whatsoever?
Because all I see is 3dsmax pictures, remember this forum is exclusive for Source games rigging.
You need to take some modeling classes and get familiar with 3ds max. You can find some nice tutorials here:

Jesus the amount of people whining at Kurit is starting to get annoying. Anyway the hair is a seperate texture. Select the head element, move it so you can select easily the hair (like X => + 40px), when you're done selecting the hair, find and apply the specific hair texture.
Then put the head back to place (X => - 40px)

I can't just move the head without the hair following it. They are both one element. The hardest thing about trying to select these hair polys is they keep disappearing and reappearing for some reason. When I start applying the hair polys turn invisable due ot the nature of the hairs material.

I have tried google. Google will not answer this specific question on how to apply Valve character hair. Google would help with applying materials but not help for this specific example.
Also, I owned Orange Box since I first got Steam, I also own L4D and L4D 2 and Alien Swarm. Gmod was my first game on Steam if you can call it a game.

Hmm. I didn't notice this before but JPG isn't as good quaility as BMP and PNG.
delete your current model since you probably messed up mat id's.
a) create a new multi-material
b) check out what ID is used on your model (fastest way - polygon tab, select polygon by id, just type the numbers to see what is selected by what ID)
c) finish you multi-mat - assign the correct diff textures to the right ID (as well as other maps)
apply multi mat to model
done finito
There's definitely easier ways to do, but you have to ask people who know more about 3dsmax than I do form messing around.

I don't understand how a multi-material would help me in this case. I am able to select the hair pieces just fine. The problem I'm having occurs when I actually apply the material to them. The results are the above pictures. Listen, if it helps, I have a Nick model with the hair applied correctly. Is it possible to copy those UV maps to my current Nick Model?

I was aware you were an expert at 3DS Max, also, I type at 70wpm, so it look me about a minute to reply to your last post to me.
That aside, this can't be fixed other than scrapping the head you have and starting again.
Or you could try redecompiling the model, instead of applying the materials manually, go to files => Asset tracking, the missing textures should appear, right click on them => set path.
This way no problem for you anymore.
