There are not many child ragdolls in Garry's mod straight off. And I think they have to be built off the HL2 beta child workers anyway which are very buggy. I think someone somewhere said that the actual NPCs of them crashed the game(something about their animations) and seeing as they're buggy, no one really works with them, thus, no player-models. I might be wrong about this, so I'll study it up a little more, but I believe this is this case unfortunately.
I manged to find find 3 models

The Asian boy(top), is not rigged to a Valve skeleton and cannot be made into a NPC/Player model unless rerigged.
You're not getting child playermodels anytime soon unless someone resizes [B]all[/B] of the animations to fit their proportions.
