Most of the models im trying to import dont work. It always says -- Runtime error: Read past end of stream. What does that mean and how do i fix it?
3ds max doesn't have anything to import PMX files and the PMD script is pretty old and trips on import on a lot of newer PMD models. I personally just import them with blender using mmd_tools or meshio and export them as an fbx back out to max. This basically truncates the rig -- which is completely fine if you want a playermodel but you'll have to re-rig it if you're wanting a ragdoll or for SFM use.
Some plugins preserve flexes as well, if your model has any. If not, you can use PMD/PMXEdit to remove everything other than parts of the model with flexes (usually just the face and additional bits on but split from the face). Export as a PMD (not PMX) and try the max script again on that which usually works.
So I would have to load the mmd models into blender and make them into a fbx and open the model in 3ds max?
In short, yes. It's a pretty god awful and hacky method, but it works and it's generally the only way to import PMX files as well as PMD files that refuse to import.
Im done exporting the model as a fbx file but how do i open it in 3ds Max?
The fbx format is generally supported by 3ds max with the import option.

Unless it's preventing you from actually importing the fbx, you can ignore it.
If it is preventing you, send me the fbx along with a link to the original MMD model.
It imports but there are white lines everywhere and i have to zoom in really close to actually see the model.

Nevermind i found out those were helpers.
So how do i get a female skeleton?
You can pull files from [url="http://source.maxofs2d.net/"]MaxOfS2D's website[/url] or from the GMod animations. Most people just decompile a vanilla female citizen model.
I downloaded the 3DS2009_BIPED_ValveBiped_Female.max and i delete the model and saved the skeleton but it wont let me open the skeleton and the model at the same time
Should I download a different skeleton?

First i have the model open and when i also try to open the skeleton only the skeleton will show up
Open your model file and if you haven't already, delete everything except your model so it isn't all cluttered and hard to work with. Unless you have a very early version of max, you can click and drag your skeleton max file into your viewport and you should be met with the options to open, merge, or cancel. Click merge and center the pelvis on the X and Y axes if necessary or line it up with your model.

Skeletons and bones have a number of ways that they can look in max. I started before Crowbar was a thing and before GMod 12 with max's fancy changes and source files were available so I could only really stick to decompiling things with cannonfodder's tools and I've recycled files for quite a while since then. As a result, the bones I import just have the standard gray diamond shaped appearance. The one you have looks more like an actual original biped. As long as the bones have the same names then they should work fine for you regardless of appearance, but you'll need to scale the model down to match.
Do you know where i could get the standard grey diamond skeleton? I think i would work better with that one.
Just decompile and import a standard vanilla model then and ensure there's no anomalies.
For some reason i only have 3 fingers and im missing 2 fingers on each hand. Is there some way too add them back?
Use Alyx or Mossman, citizens merge the middle, ring, and pinky fingers.

Didn't you already decompile a model when you ran into the merged fingers? Do the same thing using Alyx if you need to. If by some chance you obtained the skeleton through other means, look up crowbar or mdldecompiler.
No at first I deleted those colored things and it left me with the grey diamond skeleton and I didn't know how to add the two missing fingers so I was asking how to decompile one

Oh I see. The skeleton I downloaded, 3DS2009_BIPED_ValveBiped_Female.max was already missing 2 fingers so I was asking how to decompile a skeleton myself
