Is there any easy way to convert normal textures to the style of the old NES/ SEGA Master?

Probably the simplest way would be to scale the texture down to like 10% using the "nearest neighbor" resampling and then scale it back up to full size the same way.

You forgot about color. The NES has a color palette of 64 colors. At least according to Wikipedia: [url]http://en.wikipedia.org/wiki/List_of_video_game_console_palettes#Famicom.2FNES[/url]
We're working in a similar artstyle right now, and let me just say from experience that the only way you get good results is to do it by hand.
