Sadly Character Heads from Fallout 3 heads can't be ported, why this is i do not know but i've heard it quite a few times from the more experienced users here whenever a request like this is made.
It doesn't need to be the default heads. He can easily just have citizen heads hacked onto them.

If I remember correctly nearly every human character uses the same head just with different settings so they all don't look exactly the same

I guess you'll just have to wait for Aftermath to be completed, if this request isn't fullfilled.
