There aren't porting tools yet, but if you have Windows XP and 3D Ripper DX, you can rip the models directly from the scene. That isn't a very good way to get the model because the models are frozen in the pose at the exact point that you ripped them. Statues, really. You'd have to rip Max in a fairly straight pose, then manually edit his geometry to look like a T and then rig his body up to a skeleton. That's really all irrelevant to your request, though. There was a guy who got a couple of Max's outfits from the game and made them as GTA IV mods and he did an alright job making them in a 'T' pose. We can get these models, but they're not the best. Personally I am waiting for the porting tools to do anything else because the GTA IV mod models aren't the greatest. I don't know how long that will take, but people are working on it.
