though SFM is a little bit ahead in this regard, as it at least has halo 4 grunts, would it be possible for someone to port or rig or what-have-you, some up-to-date ragdolls of Covenant, Flood or UNSC? (like spartans without their helmats?)
just to clarify though, we DO have halo 4 Elites in Gmod, just not the arbiter

Halo 5/Xbox One hasn't been cracked nor will it for lord knows how long. Don't count on it, soon if at all.

The Elite Variants could be from Halo 4 but the Arbiter is from Killer Instinct, which recently came out on Xbox One & on PC

Personally I'm banking on the possibility of a Halo MCC/Halo 5 PC release announcement at E3. If they do go in that direction I won't be surprised, because 343 Industries been dropping hints like crazy ever since Halo Wars 2 was announced.
That will make ripping the models you want much easier because as Luxuria pointed out the XBOX ONE may never be cracked. My guess as to why is simply a lack of interest in it. Let's face it Halo came out on XBOX ONE way to late to make the new console relevant and so far it has bombed on XBOX ONE.

Flood, you may not see them for some time :/ Probably just have to retexture some Lime Green skins like they do in Halo 4 until that happens
