It's a cool combine elite hacker. The eye glows in the dark, it alsmost looks like a monster when you don't se anything else than the green eye in the darkness. He sould not wear kevlar as a hacker, if he is in a rebell base and hack their computers then a rebell see him, he need to run like hell and that can be heavy with kevlar.

He's a hacker, meaning he can hack into Kleiner's secure database and wreak havoc within the rebel battlenet.
