Need custom character for Source mod OR Garrysmod as well

Anyways, I ask anyone of you, can you rig up this character with a tuxedo? I can find a citizen with a tuxedo skin to work with as a base, I just need the head changed. (Is that a headhack?)

If you can make that, that would be awesome. I really need it for a Source mod I'm making. Also, if you need any other information, he is a late 60's white male and wears a suit. That is the description given to me by the person who made it.

I've tried doing it myself, but the plug-ins I find never work.
