Model hacks/reskin the rebels to look like the concept ones?

wonder why valve never bothered to put in rebels with combine armor. I mean, the armor seems to be just a vest, and it can take more bullets then a metrocop vest can.

It's a Civil Protection vest, and some Overwatch armguards, boots, and shinguards. Of course it's going to take more bullets.
