What program are you using to make your textures?
I use photofiltre and vtfedit

It's easy with VTFEdit. Copy the texture (not the file, but the actual image) and paste it into VTFEdit. When the menu pops up, make sure you enable it to render normal maps. It's not the best, but it works.
