If you could, make him have everything in the picture seen, but make him younger and have a goatee, also no glasses. Use the male_03 face as a base.

Dean (Henry Townshend) was making a cowboy-ish looking dude with a duster from a jewish guy model from GTAIV, but I don't really know how it ended up.
Well, my friend told me there are plenty of models with dusters and hats in fallout 3.
I do not know how to port, so if you could look into that..
