Unless I'm mistaken, you have to change something in the .VMT and edit the .VTF's alpha channel. That's what I've heard other people having to do in order to fix that.
I think you can fix the alpha map of hair texture.
so i tried to fix it myself.
but it is way hard to do it
is there tutorial for this?
