Paint.net opens dds' i think, but that may be because i got a plugin for that. Gimme a sec and ill see if i can open it.
nope. It gave me an unspecified error. The texture is probably corrupt.
Get the nvidia normalmap plugin for photoshop, it includes a way to open .dds
