well there is a program called gimp which is like photoshop for free, you can open the gif with that and save it as a .vtf i will have a go at it for you but im not sure if it will stay animated so yeh

i couldnt do it cause you need to download the file type extension somewhere
You need to create each of the frames into seperate 32 bit tga images. Make sure to send the black to the alpha channel.
Then when importing into vtfedit just select all the files at once.
