I've tried enable console, ~, bind x toggleconsole, bind x showconsole, -console, and switching the digital layout of my [U]European keyboard[/U]. None work.
I get the console on in the main menu, but it closes when leaving menu, with no return.
If I don't get this sorted out quick, I can't finish my map for the Gamebanana contest, because I can't build cubemaps or navigation points!
That's normal that the console won't open once it got closed. Try making a really tiny map that gets loaded when you launch csgo so you can open the console again after closing it without loosing too much time.
Ok I actually figured it out by myself after messing around a little.

Go to the HELP & OPTIONS > MOUSE / KEYBOARD
At the very bottom of the BINDING list, you can select which key is used to open the console.
I wish the other games had this.
