I have no idea what is going on. I opened hammer, clicked create block, and then for some reason when I clicked and dragged, it just moved the map. (As with the select tool.) Every single one of my tools are doing this!
This happens to me; just go away. Go do something for like an hour, and come back. I'm not even kidding, this works. Sometimes. If it doesn't, restart everything, including the computer. There may be a button to press to do this but I'm not sure what it is.

I get this problem with my graphics tablet, the scroll button seems to mess up the Hammer interface now and then, and I have to change modes, Spacebar works sometimes for me too.

You use a tablet for hammer?
There's an option in the Hammer Customize menu that makes the viewports follow the mouse upon dragging. Try searching for that.

No, it's simply connected at all times.

They should add a feature in the epsiode 3 hammer so you can use a tablet.
So you can draw shapes and stuff and it will be made into brushes.
