I noticed it in the tools folder, I don't care what it does, I presume it packages content as an add-on. What I do care about is that it is 7750MB. Does that mean it would be downloading the content? I don't actually have L4D2.
And is that a mistake on their part? Surely they wouldn't want to give it all out.
It preloads also L4D2, if you dont have it already.
You don't have access to L4D2's VPKs though, since they are encrypted.
If you want the L4D2 content, you could download that, rip the textures and map for L4D2, which would be neat.

It wouldn't work unless you also have the fgd, and it would be a pain to create a functional nav without actually owning the game.
You could use L4D1 or the L4D2 demo to make the nav.
