That is really fucked up. I can't not make my maps with a shitty cam like that!
You can fix this by double clicking one of the columns on the right hand of the viewports, and drag them to the far right. When you've done that double click it again, and then repeat this a few times until everything is on one row. When that's done, hit CTRL + A which resets the scales of the viewports.

Are you launching hammer from the SDK or directly from hammer.exe? Because the SDK mode is long broken.
