Would it be possible for someone to make the maps for Insurgency 2 available for use in Garry's Mod? Or if I'm just clueless, and there is a way to port them over, please inform me.

I'd think it'd be about the same as porting CS:GO over to gmod seeming how they run on the same branch. You might run into so issues though, but I'm confident it's possible
