Can some one tell me where i can find a tutorial on how to make a post-apocalyptic atmosphere?

Look at reference pictures and search for good textures that appeal you. I think the S.T.A.L.K.E.R textures and the Fallout 3 textures are a good place to start.

You can come far using dirty textures and colour correction.

I've never been able to create the correct feel for a post-apocalyptic map but if you do it right it looks quite good. Maybe watch a few youtube videos from fallout or similar games just to get your mind on the right track.
