Most of the default HL2 water is like that. My suggestion is to either find a custom texture or make your own.

This. Unless the water is shallow, it will mainly be dark and hard to find your way around. With Half-Life 2 water anyway.
Open up the .vmt for the water texture and set the fogstart and fogend to something high.
Use a prettier water texture also.
