I need to create a sandstorm, or a windy, sandy environment and from what I have found, this is the best way to do it. Is it also possible for it to be a blend texture into total transparency? so that I can make it not have sharp edges when going around props and brushes.

You could try an env_smokestack now that I think about it.
Nevermind, managed to create my own with a modified cloud texture. Thanks Firegod552 for the tip with the env_smokestack
You might wanna try to create a particle system as well
