I know there's a Flip command for brushes, but is it possible to do this with props?
Not unless you decompile the prop, physically flip it in a model editor, then recompile a new version.
In tf2 you can scale the model by -1. but only in tf2

Disagree usually means "no" in this context.
There isn't a way to mirror models in hammer, it's not a model editor, it can only mirror brushes.

In the TF2 hammer editor? Maybe there's a way to port this over to Garrysmod-- unless it's something that is actually implemented into the TF2 engine, other than something just being added to the hammer to utilize an already existing feature.

You could also do this with a prop_dynamic, but sadly as far as I know prop scaling is broken in Gmod.

Well, the scaling mechanic being broken poses quite a problem.
The model doesn't look too complicated - could it be possible to just remake it from brushes and mirror that then? If it's in some kind of inaccessible mirror scene, that should work.
