How would I create a "dense fog" when a player enters a field or something. Think of the coast levels of HL2 where you travel in a tunnel to get to the next map.

You can't in Multiplayer.
Couldn't you create your own particles and just spawn them in an area?

Could try func_smokevolume if it doesn't impact on performance too much. Experiment with the settings to make it less expensive. eg. few but large particles. check the 'freeze' thing etc.
I used func_dustcloud for my competition map with the blizzard.
