So basically i'm back into mapping, and working on a city. Now, i made some structures, but i really dont know how to make the whole base of it, i.e the roads, main city, hills, etc, anyones got an idea? I really dont know how to start doing the city itself..

Without screenshot's people won't take you serious.
Prove it's a good map worth working on instead of some fullbright blocky map and you will probably get a lot more people willing to help.
Right, ill post when i'm done with the current jail.. Anyways, i still dont get how seeing my structures will help people give me tips.. And not 'worth working on' as i'm not seeking any developers, i'll do it all on my own i just want some ideas on how to develop the city.

At the jail? Same for lobby and jail? Its going to be pretty dumb to be honest.. As the walls shouldn't be all nice looking and all, should be metal-old-rusty like.

those are citadel wall textures, doesn't fit regular jail walls at all
Oh, i kind of agree with you. I cant seem to find any fitting textures. I've got an idea. Let me do some trigonometry, and i'll start fixing it when i'm done then i'll post it.
Why not make it a human jail but with combine elements thrown in...much like nova prospekt. Worn brick, cracked tile, flickering dirty yellow lights. In the areas where combine terminals are present, have combine metal over the existing human structure.

Everyone is pretty much tired of seeing the same HL2 Combine textures used over and over again. Try with CSGO, Black Mesa, L4D, Alien Swarm, etc. textures, or get custom ones.

I dont think CSGO textures would fit in. Fixed the whole jail though.

Frames for your doors and windows would help alot. Small details help make it look more realistic.

Actually there are frames around the doors, look closer.
First image, texture is misaligned.
Last image, door is rammed up agains t the wall, looks really crappy. Then there is no space between the glass and the door, making the door frame really thin. Wouldn't take a strongman to break the door down from inside.

Really? First of all i dont see anything mis-aligned, second of all, why does space between the glass and the door is required?
because windows don't usually do that in real life
