I think you underestimate the amount of work this request would take, if it were even possible. So here's a big wall of text about it.
I'm sure if it was to be split into enough separate maps it would be technically possible to do, but the transition between maps would not be at all pretty or fast, and visually the whole thing would not match the visual fidelity of the original Los Santos by a mile, as well as being riddled with performance issues related to the sheer quantity of visible geometry, amongst other things.
It is easy to make a thread like this, having never made a map for the Source engine before, and think that the Source engine is amazing and capable of doing 1:1 copies of things made in other engines if you have a team of mappers. It's really not that good, not at open-world at least.
Parts of GTA V's world could be ripped as models, as one guy (sorry, I forget who it was) showed a while back, but Source lights models very poorly compared to the rest of the map geometry rendering that approach a no-go.
You also seem to assume that a job like this is the kind of thing that people knock up in a week. People can spend a week working on a single building, never-mind an entire island.
I don't have any hard figures on how many people worked on the world-design for GTA V but the answer is almost certainly "a lot".
"A lot" of professionals and experts in their field who were all getting paid for their work over the course of 2 years, working with tools and an engine designed for what they wanted to achieve.
Primarily though, your attitude is what puts people off wanting to work with you.
Don't get me wrong you're perfectly polite with your requests, you're charmingly hopeful and naive.
But joining just to make the request, your terrible thread titles, the lack of information about your project, and your lack of knowledge of the engine or what you're even asking for makes you seem far too unprofessional and unreliable for somebody (or a team) to want to undertake such a huge amount of work for you.
I've worked on requests in the past where the "Leader" of the project up and leaves after mapping work has already been started because they just decided they lost interest, can't be bothered any more, or they realise that they can't actually do the ambitious project they wanted to.
Sorry to shit all over your dreams. I applaud your ambition, but if you want to play GTA V and run around in Los Santos, you should probably just play GTA V. It's the far easier and far more functional version of what you want to make, trust me.
So wait, you made a thread requesting Los Santos, so when people told you it physically wasn't possible, you request other people to make each section of the map?
If you knew literally anything about map-making you'd know that's extremely hard to make a small sized map as it is, so making large maps that are all a sub-section of one big one is neigh impossible.
Besides, if this project meant so much to you, why not learn to make maps on your own? Sure, it's hard, but I guarantee you that you'll actually get something done making it on your own rather than waiting around for other people to do it for you, that is if other people even decide to do it.

Instead of maybe being an ass, you should probably consider why I am asking for a team.
The reason is that I don't have CS:S. And I don't plan on buying it. I know that hammer.exe is also for Garry's Mod but it has absolutely 0 textures that are useful for making this map.
Why am I asking for a team? Other than 1 PERSON? Like you said. A big one is almost impossible. An almost impossible map on one person's shoulders is way too much. If it was spread out on a team, it would be easier? What if I were to say "1 section of Los Santos" would you still go and cry about how it is impossible? Have you personally tried? I think not, so before you post anything you may want to think about if subsets are impossible.

That was me. I hate to encourage the OP but technically it is possible. It isn't practical though, even with a team.

The church from North Yankton, 3 weeks of work for something unplayable. I'll tell you why.
GTA V's map is entirely made out of models that, with the right tools, can be converted back to 3ds Max and loaded into Source. This takes about 5 minutes of work for every model. Some models aren't compatible with source, and take about 30-60 minutes to "fix" - this is about 1 in every 20 models. Each city block has about 3-4 individual models, a few more for streets, etc. For a single street, this isn't a huge undertaking if you don't want any optimization or collisions.
But Los Santos, several miles across, matches real-life San Francisco/Toronto in size and density. This means a few hundred thousand models that have to be converted, by hand, for the city alone. This means that, for one "team" who were working on this like an actual 9-5 office job, a year or more of just porting. This is before they have to reconstruct the map by hand and place the models where they're supposed to be, which would take even longer. Collisions also aren't possible - you can't convert the coldata from the game yet, and building it by hand adds several days or more per model, so that's [b]several years[/b] of effort. How much are you paying again?
The end result would be incredibly laggy, if it could even load on a civilian computer due to everything being rendered, super ugly due to 2004-era lighting, and you'd have to sit through a loading screen every 30 seconds just to get around. It'd also be a 40GB download. Now you're suggesting that they [i]not even use the models from the game, but recreate every detail by hand via photoreference.[/i] I think you should take a break, come back, and think about that.
It'd be much, much easier to spare the 500,000$ salary for those poor modellers, and just spend the 60$ on GTA V.

See, my first map is downtown Los Angeles, so be it, is not what your looking for and at this rate until source 2, Ye shall not receive, what you should know is this.
A city map does not have to be big to be good, further more, the bigger the worse, I don't know if this is for roleplay or what, but if you manged to make a map like that, you would never be able to have enough players on for it to be worth it.
I'm going to use rp_evocity_v2p, that is my favourite RP map, tho it is topbig that, even a community like L2 or FL Could not fill it to a point were it feels slightly populated, rendering it useless how ever the being said, evocity_v33x is tiny, you just can't tell due to the skybox, tho a satellite veiw does prove my point, and yet, that map feels big and great. Rp_downtown ok shore, the most over used map, is not big but it does its job, my map I hope, is to be Rockford sized, and with enough effort will give an ermersive experience. How ever effort if what's gonna make it worth it.
You sir deserve your 'dumb' ratings and a ban, as really have no idea or can even comprehend how hard it is to make a map, let alone using hammer.
