I have been playing around with Propper v.31 for the last couple of months. Most of it was static props. But I wanted to start using some of the other things that was mentioned on the steam form.
First is there anyone working on a newer version of Propper.exe

I also have found that my Propper models don’t like to cast shadows?
An is there a way to give models properties like the chain link fence hl2 or is this something you have to do out side propper?
Most of the ones you can't find I believe are now inside propper_model under the properties or if not they may be in prefabs. The material properties are in propper_model too.

Propper_lod makes a lod model of your model. This is a cheeper, less poly version of your model. This makes it so that if you are far away from it, the computer does not generate all the polys that you would not see anyway. You actually have to make the lod model with your model and attach it to your model. I usually just create the basic shapes of the model if it is a complex model, and set the distance to be 45 or 60. You can have multiple lod models, I recommend 1 - 3.
Also, that is strange that it does not want to cast shadows.
Yes, you just use a chain fence texture in your model. If it is the shadows you want, try the -textureshadows pram in vrad before compiling.
