I wanted to know if it was possible to create a skydome in hammer. I found a forum to talk about it, but the tutorial link no longer works.
Create a room like this:
(its important that no brushes overlap and that its a perfect cube)

Select all inward facing faces and make them a displacement of power 2. No need for bigger numbers

While the same faces are selected hit the subdivide button

Go to a 2D view and cut the displacements in half as shown:

And another question, regarding the texture Skydome? as I have to make them in this case?
you would require a 360 degree texture to cover the inside of the dome

The displacement dome method isn't that good because due to displacements' nature you'd be unable to texture it correctly without texture stretching and misalignments. It's better to use a model instead, cs:s and csgo feature some.
You can also use blender to get cubemaps or spheremaps into skydomes:
