Whenever humans gather, some sort of social structure emerges that allows for species propagation, some alpha which commands the others or he'll whack them into submission. I see no provision for that in RUST. I see only fear fear rush rush kill kill kill, which falls a bit short of the mark, imho. Here are a few ideas: clans (you rob/steal/kill only those in other clans while at least ignore those in your clan under your rating). You break the rule, the one above you in the clan has to bring you or your stuff back to the clan leader which will grant that to someone else). Everyone pays a sort of subscription to the clan leader, which then he uses to buy the loyalty of the next strongest guys and so on. Think feudal. camps (something like a village surrounded by palisade/wall, where order is maintained and the camp protected by enforcers/marshals, paid from what the villagers pay for protection of their homes. What do you think?

Yes, but there is no real chance to do that because there is no repercussion to killing a "friend" and keeping his stuff. Most teens play for keeps. It's in no one else's interest to maintain the order. If a bounty will appear on your head if you kill someone in your clan or to someone you've agreed not to attack, then you'll think twice, perhaps and some social structure might emerge. The minimum required is this: agree not to harm a person for ...days (perhaps protection fee?) and bounty on your head if you break said agreement.
