Ok so this is my idea on how to maybe reduce KOS on servers.
The player with the most kills over a 24 hour game period (a full Rust day) has their location shown on the map for 10 mins (and gains bandit status), if that player logs off then the next player down the list takes that place (the original 1st place will still be displayed), if 2 players are level then they are both shown.
Maybe add a prize for the player that kills the bandit, say a large present or something better.
Thoughts?

Not a bad suggestion, but I think putting a marker on the guy would be a bit unfair. There has been talk about a bounty system and I think this is a good direction to go as far as retribution goes. It will also motivate players to be hold the 'big bad wolf' title.
How about having the scientists start actively seeking out the high KOS players? It would a similar thing to what you're suggesting without having all the players know their location and avoid zerg-revenge-mentality.
Mmmm the scientists would be an interesting idea, but the player could just hide in their base, maybe if the heli or Bradley were involved :-)
I just like the idea of the whole server ganging up on the top KOS guy, and if its you it could be a lot of fun trying to evade people until the map marker is removed.
Now THAT is a development route I'd love to see. Scientist follows to base, assesses situation, calls heli/Bradley if base is deemed too risky to penetrate solo.

Sounds good, but sounds more like a feature of a modded server, since it's rather arcade than realistic.
If, instead of marker showing the top bandit, you have a marker on the bandit's base? Everyone roams and you cannot realistically know where someone is but you can know ("feel" is more like) that a bandit base is nearby.
That bandit base marker could be done unobtrusively by sound alone, playing a sort of "wolf's den near" tune. At some 1km from the base you start hearing it and it grows stronger while you near.
So, by deduction, if this is the top killer around, he'll have a ton of loot so go search for the base and loot it, maybe even make the bandit stay to defend and rid the map of his pest. Plus, if only the top bandit's base is highlighted and not the runner up bandits, the top one will possibly have to stop KOS nakeds in order to maintain his loot. Well he can be strong as hell and even enjoy it..

There plans to include some sort of a bounty system. How this will work I don't know. From looking at the development tree, it appears it will be player created. However, I am worried that if is player created that it could be abused. But it all depends on how it is implemented.
The only issue with this idea which has delayed me figuring out a solution on my modded server is that if a player defends himself and kills his attackers, he potentially has the risk of being labeled a "bandit". There are so many players that try to kos, that it is possible to defend yourself every time and pose that risk if you are good at pvp.
