It's probably not as simple as you think it is.
Far Cry uses a different engine to Rust. Far Cry's engine was made to make Far Cry, so the fire spreading was something they achieved due to the design of the engine they used.
I doubt Rust's engine can do the same, but I don't know. I'm not a game developer.

Still, as BreakTheWind has shown us, It would be a huge hindrance to performance. What would stop trolls from making huge wooden structures just to burn them to tank server FPS?
It's a cool idea, and I would love to see it too. But it just doesn't seem that foreseeable unfortunately.
By making the burn animation client-side only while having the structure proc damage ticks per second like the server already does with raw meat...? The impact is minimal on the server, and the fires in Rust (not counting campfires) have very little performance impact because they don't really cast light or affect shadows.
Client side or server side, the performance hit would still be there (depending on the size of the fire). There are several things to account for when it comes to fire.
The size of the fire, the larger the fire the more animations for the client to render, the more damage ticks that the server needs to process.
Fire that spreads is something a client and server would both need to process, not to mention the lighting and shadows that would happen.
The issue I have with this idea is that Rust's performance is fragile as it is. I don't really want to add advanced fire physics to the list of things that could demolish FPS.
