AFAIK, there hasn't been any official word whether it would be or not.
It certainly wouldn't be surprising if it does though.
It definitely will be an early access. As mentioned before it's using assets from Unity and will later on have its own custom models, meaning that we will be able to play it when it's not finished(?) yet. But that's ok, Rust leaves Early Access today after all these years even though it's the #1 Facepunch game (Other than Gmod). As for the date, you can expect either start to mid 2019, but no promises I'm just making guesses off of what we've seen.
