So the problem is that when ever I stream, whether on 720 30 fps or 1080 60 fps I am lagging. Usualy it looks like when ever i'm moving or doing something i'm getting like pushed back... I have perfect internet, 0 ping, 500mbps download and 600mbps upload, so problem is not there. Help?

Could be a problem with your router , I have way crappier internet and can stream no problem without my ping going up or rubberbanding like in your video , if you are using wifi try with an ethernet cable , if you can try with a different router as well.
Would be nice to also post your specs .
Try streaming a different online game , try streaming on a different rust server and post results.
its ruber banding and it may just be your connection to the server your on
