The problem first appeared when I bought Rust and tried to play it. I fixed the launch error by upgrading from windows 8 to 8.1. I didn't have a dedicated graphics card at the time so I still wasn't able to play rust properly. Since then i've gotten a new GPU (GTX 1050 ti) and all the latest drivers. When I first got the card I installed an older version of nvidia's geforce drivers and was able to launch rust normally. I downloaded the latest drivers through geforce experience because there were some compatibility issues with the older ones and my windows 8.1. That's when the problem with EAC reappeared.
I've been trying to fix the issue for weeks now. I've even refreshed windows to make sure there's no other program preventing EAC from working. I kept Steam and my personal files during the refresh. I haven't installed my anti-virus back after the refresh and i've disabled my firewall whenever i'm trying to launch rust. I've also tried launching the game with no graphics drivers installed. I can run the EasyAntiCheat_Setup with no errors. If I go to local services and try to launch EasyAntiCheat I get this: Error 193: 0xc1
Here are the details from the rust launcher:
