I am pretty sure that facepunch has been placed on a DDOS farm and all the servers hosted by "Facepunch" Not Rustafied, Not Rustopia Not Rusty Moose. But any server that is hosted from facepunches machines.
Yes the server has been ddosed for the past 45 minutes.
If the servers are offline, do the bases continue to decay or are they basically paused from decay?
Yes they do. The server time will continue but the person is spamming the connection to the server so others can get on. This is normally done through a website/bootloader so they cant access the server themselves.
The more you talk about it the more attention the DDOS'er gets and then he will continue to do it.
If you ignore it the DDOS'er will become bored and not DDOS the server anymore.
In short, don't feed the DDOS'ers.
