When i play rust sometimes i lag. I realized that this only happens when server are almost full or full. I tried high pop server (max. 400 players) and low pop (max. 100 players) and rust lags a lot when server is full (also on low pop servers). Example:
If a 100 players server has only 50 players online, it does not lag, but if there are about 70-100 players it lags a lot.
My ping is 50 or lower and my internet connection is good. The admin says i am connecting from USA but i am from ITALY!!! Maybe is that the issue for lagging?

More than likely it's FPS 'lag' and you're rubber banding from loading the map entities on your client. Just make sure you're connecting to EU servers for 100% sure. That'll eliminate most/all actually connectivity lag 'high ping'.
I am connecting to EU/UK server. I tried lots of EU servers...
look at the ping on the sever, if its high its gonna be laggy... if its not your fault then change severs
