Appear to be hitting the file limit without actually hitting the file limit

I'm having some trouble with fastdl resource.addfiles. Not all the content on my server is being downloaded. Yes it's on my fastdl server, yes I have it setup properly. I've tried the folder method where I just have to type the folder path and it gets everything in that folder and I've tried the normal resource.addsinglefile method. Both seem to leave stuff out like the sounds folder for example, if I remove folderdir A from downloading then all the sudden my sounds folder will start downloading which has caused me to believe I've hit the file limit, but looking at the wiki it says the file limit is 8,192 and I'm only at 4,002.

What do you base your 4002 number on?

I take all the files from my server that I'm using put them in a folder inspect the folder with properties on windows
