mabe check if you have turned that option off in steam settings? Steam/Settings/In-Game/Enable Steam Overlay while in-game
also check so you have not changed Shift+Tab to something else
Also i know a bug with the overlay, sometimes if you watch a youtubeclip the steam overlay will freeze, you can not use enything, and the only way to fix this, is to restart steam, happens only while watching a youtubeclip/link
